Pastor Brian Galloway is the organizing Pastor of City of Refuge Interdenominational Church, Inc., Rapha House Outreach Center, Inc. (the outreach ministry of City of Refuge and a 501(c)3 non-profit organization in the fight against HIV/AIDS, especially in communities of color.), and Perfecting Ministers Alliance located in Northwest Houston, Texas.

Pastor Brian has been in ministry since 1995 and has served under great men of God such as the late Dr. Robert J. Anderson (Powerhouse COGIC) and Bishop Rufus Kyles, Jr. (Evangelist Temple COGIC).  Pastor Brian and the City of Refuge Church currently serves under the Texas South Central Ecclesiastical Jurisdiction of the Church of God In Christ where Bishop Prince E. W. Bryant, Sr is Jurisdictional Prelate.

Pastor Brian is a graduate of the College of Biblical Studies-Houston earning a Bachelor of Science Degree in Leadership (2003), with additional studies on the Masters level at Dallas Theological Seminary. Pastor Brian is also a graduate from Liberty University earning a Master of Arts Degree in Executive Leadership (2018). Pastor Brian is an excellent trainer in Biblical Leadership, helping church leaders and their staffs discover the qualities that equip them to be godly servant leaders. Pastor Brian believes that his assignment in the body of Christ is to help mature the body for effective end-time ministry.

Pastor Brian has been married for 30+ years to his beautiful wife Eva. They have 3 children: Melani, Markus, and Carly. They also have 2 grandchildren: Brayden Galloway and Kaylee Galloway.

Lady Eva Galloway serves alongside her husband, Pastor Brian Galloway, as First Lady of the City of Refuge Church. Lady Eva is an anointed teacher of the word and gifted to minister the healing power of Jesus Christ. Her passion is to see the people of God healed from the inside out and then being able to lead others to the source of that healing, Jesus Christ.

She serves as Vice-President on the Board of Directors for the ministry, Director of the Women of Valor, and Director of the Children's Ministry at City of Refuge. She is the epitome of "motherhood" and prides herself in being a "Proverbs 31" woman.
